MISSION STATEMENT

Garver Law Offices is dedicated to providing quality legal services to the community and in representing real people in a world which has become complicated by big business’ which seem to exercise more and more control over our daily lives. In a world in which it is increasingly difficult for “the little guy” to go to city hall and in which the blur of big government, politics and business tend to control the legislative process and the executive branch access to the judicial system becomes more important to protect the rights and interests of “real” people.

HISTORY

The lawyers at GARVER LAW OFFICES have been engaged in the practice of law since 1975. The firm’s roots and beginnings in Reston, Virginia date from late 1976 when Steve Garver moved from practicing with a firm in Fairfax City to Reston, opening his own office at Lake Anne.

Through the years the firm has acquired considerable experience largely involving litigation. The lawyers have often acted as local counsel to large national law firms engaged in various litigation in the Northern Virginia area.

The firm has extensive experience in litigation involving tort maters including medical negligence (medical malpractice), HMO (Health Maintenance Organization) malpractice, Hospital Negligence, Nursing Home abuses and other major personal injury litigation (claims) whether arising from automobile collisions or arising from other wrongdoing or negligence.

The firm has also been involved in domestic and family law (including divorce) since its inception. Mr. Garver first worked for a firm which was primarily a divorce practice and he has continued doing divorce, matrimonial and other family law matters since. This includes pre-nuptial agreements and other issues which arise with today’s complicated multiple family roots. Too, we were some of the first lawyers in Northern Virginia to engage in mediation to settle disputes between spouses over their marital obligations and rights.

With the advent of Western Fairfax County and Eastern Loudoun County as a business center, we have also acted as counsel for high tech companies and others needing litigation counsel.

The lawyers at GARVER LAW OFFICES have been committed to the protection of our civil liberties and the protection of our rights and obligations as citizens. For those reasons, the firm has always been involved in the practice of criminal law. Each case starts with the presumption that every defendant is innocent until proven guilty beyond a reasonable doubt. The firm takes seriously its responsibility to the system to make the government prove each case on its own merit. Though the firm has represented those accused of murder, grand larceny, hit and run, rape, and other felonies. It also represents those accused of assault, driving while intoxicated (DWI or DUI) and other traffic offenses or misdemeanors. The firm does not charge the cheapest fees for driving offenses, but it attempts to prepare the cases for trial as if major litigation recognizing the importance of the case to each accused.

The firm has been involved in other general litigation involving business and small corporations, wills and estates, sales and employment issues. A common dominator of its practice is people. The lawyers at GARVER LAW OFFICES are proud to represent real people with real problems.

The firm practices in all courts in Northern Virginia, including Fairfax, Loudoun, Arlington and Prince William Counties and the City of Alexandria. The lawyers also routinely appear in the United States District Court for the Eastern District of Virginia. The lawyers also appear in trial courts throughout Virginia and in certain matters have appeared not only in the courts of the District of Columbia and Maryland, but other states from Florida to West Virginia. Too, the firm has oftentimes been involved in appeals to the Court of Appeals of Virginia, the Supreme Court of Virginia, and the U. S. Fourth Circuit Court of Appeals.

STEVE GARVER began the practice of law in Fairfax County, Virginia in the fall of 1975. He is from a dying breed of Fairfax County lawyers having had extensive experience in various areas of law largely involving litigation.

He originally practiced criminal and family law, appearing in court on almost a daily basis. Soon thereafter, he developed a practice representing many small companies and corporations. At the outset, Mr. Garver had a few small personal injury cases. His practice grew, as did the volume of personal injury cases. He then began to evolve a practice involving medical issues and medical negligence. A considerable amount of his time today is devoted to representing victims of negligence from health care providers.

Mr. Garver has lectured in the State of Virginia in areas of personal injury, medical malpractice and civil practice. He is a member of the Virginia Trial Lawyers Association and has served on its board since 198___. He formerly served as editor of the Fairfax Circuit Court Manual and has served on and chaired numerous bar committees. His clients have been as diverse as General Richard Secord and Amil Kasi, but most of the time he represents “Harry Homeowner” or “Harry’s” little start-up company against the “Goliaths”. Amongst his most gratifying cases are those in which he has represented victims of medical negligence that are then abused by a system which operates to cover-up, conceal and protect the health care provider. The negligence is usually unintended by well-intentioned health care providers who make a mistake which hurts an innocent patient, causing serious injury or death. Unfortunately, the cover-up of the mistakes, which is pervasive, is destructive to the trust essential to the provision of health care in our society. It is the ultimate indignity afforded the innocent people who after being unintentionally harmed by medical mistakes are then intentionally victimized by a system which seeks to cover up. It is not so much the negligence but the lies and deceit which insult the integrity of each victim.
